Preemergence herbicides are effective because they are specifically designed to be applied to the soil before weed seeds have a chance to germinate. This timing is crucial; by establishing a barrier in the soil, these herbicides prevent the growth of weeds at the very start of their lifecycle. They work by inhibiting seed germination or affecting the seedling's processes once germination begins. Therefore, understanding the timing of their application is essential for effective weed management and to maintain healthy landscapes or agricultural settings.

Other options, such as those suggesting that herbicides kill weeds after they sprout, are not aligned with the purpose of preemergence products, as they do not target established weeds. Additionally, claiming that preemergence herbicides promote plant vigor misrepresents their function; they are focused on inhibiting unwanted weed growth rather than enhancing the growth of desired plants. Lastly, while applying herbicides during drought conditions is not inherently effective or advantageous, as moisture is often needed for proper herbicide activation and effectiveness.
